In following up to my previous post about HB 267, I am posting my current version of time spent testing and lost learning time in elementary school.
This is now an old version (spring 2025) because the amount of time on assessment has increased slightly.
I share this because I see decisions being made that, as my previous post points out, does not seem to consider the full impact of these decisions on the ones who matter the most: students and educators.
These spreadsheets include testing for all students as of spring 2025 (Dibels, NWEA, Smarter Balanced for 3-5). These times are the amount of time allotted for students to take the assessment and do not include students who may need more time due to 504 and IEP accommodations. These times also are set in that, even if a student finishes early, they cannot transition to learning opportunities but must remain in a testing environment. Per DOE, they can only read a book or put their heads down.
Minutes Spent in Standardized Testing

Kindergarten: 3 hours 12 minutes per year
1st grade: 3 hours 16 minutes per year
2nd grade: 6 hours 27 minutes per year
3rd grade: 13 hours 57 minutes
4th grade: 15 hours 51 minutes
5th grade: 19 hours 51 minutes
3rd-5th End-of-Year Testing
For these grades, the testing for Smarter Balanced alone in the spring: 7.5 hours over 4 days.
ELA CAT (computer adaptive, multiple choice): 1.5 hours
ELA PT (writing task, typing responses on computer): 3.0 hours
Math CAT: 1.5 hours
MATH PT: 1.5 hours
